The first Serbian Reading Room in Ruma began its work in 1861. It was destroyed and rebuilt several times, and its continuous operation was established only after the Second World War. In the post-war period, it functioned as an independent institution, later becoming part of the Cultural Center for a time, and in 1991 the Municipal Assembly of Ruma re-established it as an independent institution.

The City Library has a collection of 55,010 books and carries out its activities through the Adult Department, Local History Department, Reference and Professional Literature Department, and Children’s Department. It does not have a developed branch network.

Among its awards are: the 1954 Award of the Council for Education and Culture of the People’s Republic of Serbia, the 1986 Charter of the Cultural and Educational Community of Serbia, and the 1988 “Dositej Obradović” Award of the Library Association of Srem.

Its program includes cultural and educational activities, publishing activities, and the collection, processing, preservation, and use of books, magazines, and newspapers.
